Albert M. Harris Mission
My Mission:
My name is Albert M. Harris. I am running for the position of 2nd District Councilman of Baltimore County. I am not a politician; I am a businessman who believes that the County needs someone with business sense who will be able to help solve the County’s current problems and those near term fiscal problems. The US government is fast running out of money. This means the states will get less government funding and consequently local governments will have very difficult times raising the proper finances to continue providing needed services. A businessman, not a politician, is needed to help solve these problems. I am, and always have been, a problem solver.

Who am I?
Albert M. Harris
I am married to Amy Sue Harris. Amy taught for 26 years in the Baltimore County School System at Wellwood Elementary, Summit Park Elementary, and Glyndon Elementary. Most of her students and their parents will remember her as Ms. Lee or Ms. Katzenberg. Amy is now running a successful jewelry business and is very active in community and charitable projects.
I have three children, Allison Michelle, Tracy Beth, and Scott. They all attended and graduated from Randallstown High School. I have six grandchildren; Jacqueline, Theo, Emma Kate, Sam, Sarah Jane, and Ben.
Qualifications:
Political: none.
Business: I have started and successfully run two businesses which, until sold, grew from nothing to very profitable enterprises. My first business employed over 60 people and my second business employed about 40 people. I have included a bio so you can get an idea of my business background and career. I believe the County needs leadership with proven business acumen to avoid the major economic problems the future will bring.
I do not believe being a politician should be a career. If elected, I promise to serve no more than 2 terms; in fact I am very much in favor of term limits, especially for members of the County Council. I believe that political office should be a duty for citizens not a career.
Why Vote for me?
I am seeking this position because I am tired of politicians running for office who are interested in themselves first, their party second, their major financial supporters third, and last the people they represent. I am only interested in the position of County Councilman so I can act for the benefit of my constituents and the County. I plan to have no ties to the financial interests who now attempt to control the County.
Support:
I do not want to be beholden to any groups or donors. I will make no promises to any individuals or groups. I welcome any support, but will accept no donation over $25. I would like any donors to include a note naming their favorite charity so I can donate any excess funds to one of these charities. Donations (none over $25 will be accepted) should be sent to Committee to Elect Albert M. Harris, in care of my treasurer (see above).
I plan to run a much directed campaign using the internet as my major platform and sole media. I am more than happy to meet with any group to air my views and discuss my positions. I will not compromise myself to any group or anyone to get votes. I would hope that the potential voters who read this will, if they support my position, pass this on to their friends in the 2nd District.
I do not plan to put up any signs to pollute the environment, distribute t-shirts or other paraphernalia, nor stand on street corners. I strongly believe that methods of campaigning do not convey any information about the politician, only try to get votes through name recognition. By you spreading this information to your friends in the District, I believe you will educate the voters. I hope to be elected by people who know what I stand for, not just by people who vote for a name on a sign. I think signs are an indication that the candidate owes the people who donated to their campaign. I plan to inform my future constituents of what I stand for by spreading my positions throughout the internet and talking to them in person.

ISSUES:
Education:
1. . The council should work with the Baltimore County Executive and the Governor’s Office to move the authority to appoint members to the school board from the state to the County.
2. The council must work to ensure that strong fiscal controls are implemented to curb waste by the school system. This should be included as an important part of the budgetary process.
3. More educators must be placed on the school board and the members should be people who can help improve the school system and not people that are placed on it as political payback.
4. More Vocational and Career Preparation Education should be made available for students who do not want to go to College.
5. The system should be improved to teach children how to think, not how to pass the tests required by the “No Child Left Behind Law”.
6. Programs should be created to educate parents on how to work in partnership with teachers.
7. Act as a facilitator with local businesses and education to determine what courses can be offered to prepare future workers for real work world opportunities.
Job Creation:
1. The Council should direct their Job Creation efforts to helping existing businesses grow and add jobs. The Council should work with banks to encourage them to provide loans to local businesses.
2. Enhance the Baltimore County Work Force Development System with more targeted programs and opportunities for the youth and adults in our community
Land Usage:
1. Extend the Comprehensive Zoning Map Process (CZMP) to six years from its current four year cycle.
2. Councilman should understand the needs and views of their neighborhood communities regarding planning and zoning issues. The Councilman’s vote should reflect this understanding
3. Political favors should not be involved in zoning decisions.
Public Safety:
1. The Baltimore County Police Department (BCPD) should implement random patrols of neighborhoods to provide more of a presence and offer a stronger deterrent to criminals
2. Neighborhood security and police should build a stronger network of cooperation.
3. The BCPD should enhance their presence in schools to provide more educational programs targeted to the needs of our youth and community.
Politicians:
1. Term limits should be implemented for County Councilman.
2. Councilman’s benefits should be commensurate with those of other employees of the County.
Education:
